WEST HAVEN — For about $149,000 each year, the city of New Haven has been able to hire lobbyists to advocate for initiatives at the state and federal levels, including increasing funding for public infrastructure, expanding access to affordable housing, promoting public safety initiatives and economic development opportunities.In neighboring West Haven, a city with a population roughly one-third the size and which is under the financial oversight of the state's Municipal Accountability Review Board, officials believe the price tag isn't quite worth it.
